Stacey F. Gray, Esq.

The founder of Gray Environmental LLC possesses a distinctive combination of scientific expertise and legal acumen. Prior to her career in law, Ms. Gray served as a consultant for various governmental and private organizations, including the Department of the Navy, National Marine Fisheries Service, and the Environmental Protection Agency. She specializes in environmental and land use law, catering to a diverse clientele ranging from seasoned industry leaders to community members with little legal knowledge. She has provided counsel, engaged in negotiations, and litigated an array of matters on a wide spectrum of issues, amassing extensive knowledge of state and federal environmental laws, particularly HRS 343. Ms. Gray developed a keen interest in renewable energy projects and represented numerous initiatives, spanning from roof-top solar to large utility-scale photovoltaic systems with battery backup.

Ms. Gray holds a B.S. in environmental studies from Ohio Northern University and a J.D., cum laude from the University of Hawaiʻi Richardson School of Law. During her time in law school, she was on Law Review and was the 2017 Patsy T. Mink Legislative Fellow in the United States House of Representatives.
